- Uncertainty: the department is inconsistent and unknown;
- Scepticism: it becomes more consistent, but users still don’t see any value;
- Acceptance: there’s a higher degree of professionalism and the section is more responsive to business needs;
- Trust: there is a portfolio of services that attracts active participation from business units in planning and measuring activities; and, finally,
- Respect: business leaders actively seek out the department’s advice, counsel and support.
